About the Operatives Test
The CITB Operatives Test is the standard Health, Safety and Environment (HS&E) Test taken by the majority of construction workers in the UK. It is a computer-based assessment set by CITB and must be passed before you can apply for a CSCS Green Labourer Card or CSCS Blue Skilled Worker Card. The test is delivered at over 150 approved test centres nationwide and results are given the same day.
What it actually tests
The Operatives Test checks your understanding of core site safety topics including general responsibilities, accident reporting, manual handling, working at height, hazardous substances, fire prevention, electrical safety, PPE, plant and equipment awareness, and environmental protection. You must show you understand not just the rules but how to apply them in real site situations.
Why it exists
The construction industry remains one of the highest-risk sectors in the UK. The CITB Operatives Test exists to make sure every worker entering a site has a baseline understanding of the hazards they will face and how to keep themselves and others safe. It is the industry's agreed minimum standard and is required by almost every main contractor before you can step onto a site.
Who needs it
You must sit the Operatives Test if you are applying for a CSCS Green Labourer Card, a CSCS Blue Skilled Worker Card, or most red trainee, apprentice or experienced worker cards. Site labourers, groundworkers, bricklayers, carpenters, painters, plasterers, roofers and general trades all take this test.
The test itself
The test is 45 minutes long and contains 50 multiple-choice questions delivered on a touchscreen computer at a CITB approved test centre. You must score at least 45 out of 50 to pass. Questions include a mix of knowledge-based questions and behavioural case studies, and some questions use short video clips. You receive your provisional result immediately at the end of the test.
How it links to CSCS Cards
Passing the Operatives Test is a mandatory step towards a CSCS Green Labourer Card or CSCS Blue Skilled Worker Card. Once you have passed, you must apply for your card within 2 years or your test result will expire. Most workers book the test first, revise using our CITB revision materials, then apply for their CSCS Card as soon as they have their pass certificate.
